B & V Cleaners failed at each of two dry cleaning machines by: 1) not keeping on site receipts of perc purchased; 2) not keeping and maintaining a log of the volume of perc purchased each month as recorded from perc purchases and of date and temperature readings for refrigerator condenser; 3) not keeping or maintaining date and temperature readings for a refrigerator condenser and; 4) not retraing on site a copy of the design specifications and the operating manuals for each dry cleaning system and each emission control device located at the facility, as required by 40 CFR � 63.342(d), 63.324(d)(1), 63.324(d)(3), 63.324(d(5), and 63.324(e)
