Sampling shows that asbestos, a hazardous substance, is preent in soil, raw ore and other soil-like materials at various locations in and around the community of Libby, including the site. Visible unexpanded vermiculite also has been found along Respondent's tracks and rail yard in Libby. The removal action required by this Order is necessary to protect the public health, welfare, or the environment.
