This administrative order for compliance is issued to the City of Laramie for failure to inspect and sample effluent for each SIU at least once per calendar year, for failure to issue permits to control the discharges from all SIUs, for failure to take enforcement actions against Industrial Users for reporting, monitoring, and effluent limit violations, and failure to implement procedures to analyze compliance reports submitted by IUs as required by the City's Pretreatment Procedures.
