This is a prospective purchaser agreement with the City of West Covina, which plans on purchasing Parcels 1 and 2 of the BKK Landfill Site to develop into a sportspark, golf course and commercial development. Under the PPA, the City will oversee BKK's use of approximately $2.3 million in the net proceeds from the sale to ensure the net proceeds are expended on work at the Landfill Site. In addition, if BKK fails to implement a monitoring protocol on the sportspark development, the City will implement it to the extent funds are available for that purpose.
