Respondent is an Offshore Operator performing oil and gas exploration in the western portion of the Gulf of Mexico. Respondent has an NPDES permit under the Clean Water Act for discharges primarily of produced water. An NPDES file review was performed of the facility's records and Respondent was found to have failed to properly report discharges on Discharge Monitoring Reports, failed to properly report No Discharge Listings , and had effluent violations of their permit (exceeded permit allowed pollutant loadings).
