Respondent failed to timely submit a Toxics Release Inventory (TRI) report for hydrochloric acid (aerosol [HC1] to the EPA and the State of Kentucky for reporting years 1999 and 2000, as required by EPCRA Section 313. On July 8, 2002, Noveon submitted the reports to the appropriate agencies.
