This is an APO pursuant to EPCRA 313. Norton Packaging, Inc. failed to file timely, complete and correct Toxic Chemical Release Inventory Reporting Forms required under EPCRA Section 313 for their otherwise use of xylene and glycol ethers for the year 1998 and for their otherwise use of glycol ethers for the year 1999. Norton Packaging has agreed to an assessed penalty of $12,250.
