EE STATED THAT HE WAS STANDING ON TOP STEP OF OVERCAST STEPS WHEN THE STEPS SLIPPED OFF OF BLOCKS UNDERNEATH OF THE RISERS CAUSING STEPS TO SLIDE DOWN. OVERCAST WALL WAS 9 FT IN HEIGHT.
