## Narrative

An employee was on a ladder, repairing a hot water heater. On opening the control panel, the employee was burned by hot water that had leaked into the panel. The employee fell from the ladder to the floor 4 feet below, suffering a broken left ankle as well as second-degree burns to the chest.
