## Narrative

A flagger was standing inside a lane closure, acting as a spotter between two automated flagger stations. When the water for a drill head was turned on, a stream sprayed out and startled a passing driver, whose vehicle veered into the lane closure. The vehicle's mirror knocked the employee over and its rear tire ran over her leg. She suffered a forehead laceration and a compound fracture to the lower left leg.
