## Narrative

At about 8:30 a.m., on January 27, 2024, an employee was cutting the banding on a four-piece bundle of square steel tubing. The bundle was lying on I-beam cribbing with its top about 1.5 feet off the ground. The tubing was stacked two high and two wide. When the employee cut the steel banding, the bottom tube slid off the cribbing and fell on his foot; the top tube fell and struck his lower right shin and broke the tibia. The employee was hospitalized and underwent surgery.
