## Narrative

Two employees were unloading a rolling tool box onto a lift gate. They rolled the box onto the gate and prepared to lower it to the street level. The box started to turn on the gate, causing an employee to fall off the gate. The box then fell off the gate onto the employee's right ankle. They sustained a fractured ankle and fibula.
