## Narrative

An employee had been operating a tractor with a wagon. They stepped down and were picking up buckets alongside a nursery bed and loading them into the wagon. The tractor began moving forward and the employee was struck by the wagon. The employee sustained a fractured ankle and dislocated shoulder.
